Henry County supervisors back relocating Rosie's gaming site within the county

The Henry County Board of Supervisors voted on Tuesday, Sept. 22, to support Colonial Downs Group's proposal to relocate its Rosie's historical horse racing facility to a new site inside Henry County, according to a county news release.

Rosie's has operated at 2360 Virginia Avenue in Collinsville since July 2021. The county says the board's resolution endorses the relocation concept only: no new location has been selected, and any project would still need the usual state and local approvals. Board Vice-Chairman Travis Pruitt described the move as a chance for more private investment and jobs. Henry County voters approved pari-mutuel wagering in a 2004 referendum, and Virginia legalized historical horse racing terminals in 2018.

The same meeting included several spending items: $634,222 to retrofit the roof at Axton Elementary School, an additional $1.75 million from the self-insurance fund balance to cover a fiscal 2026 deficit in the employee self-insurance program, $1,117,751 in school budget category transfers, $64,800 for asphalt maintenance at the administration building, Sheriff's Office and courthouse, a replacement Animal Services vehicle ($51,214) and emergency equipment for seven Sheriff's Office vehicles ($71,864). A preliminary engineering report for a Bassett bridge trail will be split between the Harvest Foundation and the board's contingency fund at $12,500 each. The board also approved siting agreements with Henry Solar 1 and Henry Solar 2, rezoned 1.937 acres in the Reed Creek District to allow an apartment development, and recognized J.R. Powell's retirement after 31 years with the county.

Residents following the Rosie's move should watch for a site announcement and any rezoning or permit hearings, which would come before the county's planning bodies before construction could begin.
