In July 2024 the North Carolina SBI submitted an ICAC (Internet Crimes Against Children) cyber tip to the Rockingham County Sheriff’s Office.
After further investigation, investigators identified the suspect as Morgan Ryan Taylor. On September 17, 2024, a search warrant was executed upon Taylor’s residence and electronic devices were seized.
On September 26, 2024, Taylor was arrested for 10 counts of 2nd Degree Sexual Exploitation of a Minor and placed in the Rockingham County jail.
On January 15, 2025, a new investigation was started after receiving information of a possible violation of a pre-trial release agreement involving Taylor. Through that investigation, evidence was obtained of the violation and location of the suspect believed to be Taylor currently residing in Union County NC.
A search warrant was obtained, and on February 14, 2025, Rockingham County ICAC investigators along with Union County ICAC Investigators executed the search warrant upon Taylor at his residence in Union County. Electronic devices were seized, and as a result additional child sexual abuse material was located.
As a result of this investigation, 10 additional counts of 2nd Degree Sexual Exploitation of a Minor were served by Union County Sheriff’s Office against Taylor. On August 12, 2026, Union County received a new NCSBI Cybertip possibly involving Taylor. A search warrant was executed on this date and Taylor was arrested for an additional 10 counts of 2nd Degree Sexual Exploitation of a Minor.
Collaboration among local, state, and federal law enforcement agencies is vital to the successful investigation and prosecution of child exploitation offenses.
