The actions of a sheriff's deputy who shot and killed a suspect in Carroll County have been ruled justified, according to Virginia State Police.

State Police turned over their findings from the Sept. 9, 2026 shooting in the Fries area of Carroll County to Carroll County Commonwealth's Attorney Roger Brooks. Upon reviewing the findings, Brooks determined the use of lethal force was justified, and no criminal charges will be filed.

Carroll County deputies were initially called to a residence on Ivanhoe Road to serve warrants on William K. Isom, 47, of Fries, who was found inside the home. While two deputies went inside to take Isom into custody, a third deputy stayed outside with Stephie N. Bean, 40, of Galax. After learning Bean had outstanding warrants, the deputy attempted to take Bean into custody, at which time Bean pulled a handgun and started struggling with the deputy. During the struggle a shot was fired from the handgun Bean produced, and after repeated ignored commands to drop the weapon and surrender, the deputy used his service weapon, fatally wounding Bean. Isom was taken into custody on a charge of failure to appear on a possession charge.
