On October 09, 2026, Deputy M. Griggs and Deputy B. Wilson of the Rockingham County Sheriff’s Office Patrol Division were dispatched to the are of Oregon Hill Rd and Mt. Carmel Rd. in Ruffin NC in regard to a person unresponsive in their vehicle at the intersection. Deputies arrived and forced entry was made into the vehicle after the female gave no response. Deputy Griggs administered Narcan to the driver later identified as 34-year-old Frances Eisabella Salmons (pictured below) of Cascade Va. EMS arrived on scene and took over medical treatment for Ms. Salmons. During this interaction it was found that Ms. Salmons was in possession of heroin and marijuana. Ms. Salmons was taken to a local hospital and was later charged with the following:
Felony Possession of Sch I Controlled Substance (Heroin) Possession of Sch IV Controlled Substance Possession of Drug Paraphernalia
Salmons was later arrested and taken before the Rockingham County Magistrate where she was issued a $10,000.00 Secured Bond and a court date of October 19, 2026.
Sheriff Parker credits the quick action of his deputies in possibly saving the life of this individual. All Rockingham County Sheriff’s Office personnel are provided Naloxone Hydrochloride (Narcan) which rapidly reverses the opioid overdoses. The access of this is another tool used by the Rockingham County Sheriff’s Office to combat the illegal drug use in our county by saving the lives of those who use these drugs. Deputy M.Griggs and Deputy B. Wilson are to be applauded for their quick actions and commitment to not only our citizens but to those that travel through Rockingham County.
