— October 22, 2026 — Virginia State Senator L. Louise Lucas has been indicted on five federal charges in connection with an alleged criminal enterprise involving marijuana distribution, money laundering and corruption, according to the U.S. Department of Justice.
Lucas, 82, a longtime Democratic lawmaker from Portsmouth and president pro tempore of the Virginia Senate, is among seven people named in a federal indictment unsealed Thursday in the Eastern District of Virginia.
Others charged include her two daughters, Lisa Lucas-Burke and Theresa Lucas-Lamb, and her grandson, Ryan Eichelberger.
Federal prosecutors allege Lucas helped lead a criminal operation that distributed large quantities of marijuana and laundered profits through businesses connected to her family and associates.
According to the indictment, the alleged operation began as early as 2019. Investigators claim Lucas directed the acquisition and distribution of more than 100 kilograms of marijuana and used her political influence to protect the enterprise from law enforcement scrutiny.
Prosecutors also allege Lucas used her position as chair of the powerful Virginia Senate Finance and Appropriations Committee to influence legislation and regulations that could financially benefit the operation.
Attorney General Todd Blanche announced the charges Thursday, accusing Lucas of abusing the public trust for personal financial gain.
The indictment follows an FBI investigation that included searches of Lucas' Portsmouth office and The Cannabis Outlet, a business she co-owns, in May 2026.
Lucas surrendered to federal authorities Thursday morning and was scheduled to make an initial appearance before a federal magistrate judge later in the day.
Lucas has served in the Virginia Senate since 1992 and is one of the Commonwealth's most prominent Democratic leaders. She has been an outspoken advocate for marijuana legalization and has played a significant role in state budget decisions and legislative policy.
Following news of the indictment, Brian Woolfolk, chief counsel for the L. Louise Lucas Legal Defense Fund, described the proceedings as anticipated and said the defense would await additional details before providing a more specific response.
Lucas previously characterized the federal investigation as politically motivated.
The charges represent allegations brought by federal prosecutors. Lucas and the other defendants are presumed innocent unless and until proven guilty in court.
The case remains under federal investigation, and additional information about court proceedings is expected.
