Martinsville City Council is scheduled to consider a proposed $2 assessment on qualifying court cases, with the money going to a restricted fund for courthouse and court-related facilities. The proposal comes as the city addresses a September 2024 show-cause order finding that its General District and Juvenile and Domestic Relations District Court facilities no longer meet state requirements.

The city says it has explored renovating the Municipal Building for courthouse use at an estimated cost of about $46 million, well below the roughly $100 million projected for building a new courthouse. Council is also scheduled to hold a public hearing and consider the fee ordinance on first reading, along with a separate proposal to reappropriate $5.78 million in fiscal 2025-26 carryover funds.

The largest share of the carryovers, about $4.06 million, is in the Water Fund, including $2.44 million for the Doe Run-Smith Industrial project and $1.36 million for wastewater treatment plant improvements. The ordinance also lists $749,751 for the Electric Fund, $472,787 for the General Fund, $470,996 for the Capital Reserve Fund and $22,804 for school funds. The agenda calls for a closed session at 5:30 p.m. Tuesday, followed by an open session at 7 p.m. in Council Chambers at the Martinsville Municipal Building.
