Greensboro launches RISE Infill to support corridor redevelopment

Greensboro has launched a new financing tool aimed at older commercial corridors, vacant or aging buildings and mixed-use redevelopment projects that can struggle to close traditional funding gaps.

The city announced RISE Infill, a loan participation program that works through participating private lenders. Greensboro says the program can support redevelopment of underutilized commercial properties, renovation of vacant or aging buildings and mixed-use investment within designated reinvestment areas and corridors.

  • How it works: Borrowers work directly with participating lenders, which originate, underwrite, close and service the loans.
  • Current lenders: The city lists Towne Bank, First Bank, United Community Bank and M&F Bank as participating lenders.
  • Why it matters: Infill redevelopment often needs smaller, more flexible financing tools than large greenfield development, especially in older business districts.

For small business owners, property owners and developers, the program is worth watching because it gives the city a formal way to help private financing reach projects that could improve corridors without waiting for a full-scale public project.
