The Paper Trail Gets Interesting: City Council’s Earliest Notice Details Reasons for Ferrell-Benavides’ Removal
The paper trail surrounding the removal of former Martinsville City Manager Aretha Ferrell-Benavides is getting a little more interesting.
An Aug. 13, 2025, written notice accused Ferrell-Benavides of a number of serious issues, including allegedly interfering with witnesses and disclosing confidential City information.
The notice also accused her of being dishonest and uncooperative during a workplace investigation, while raising concerns about financial and personnel practices.
According to the notice, the allegations included:
Alleged interference with witnesses. Alleged disclosure of confidential City information. Alleged failure to cooperate with investigators. Concerns involving financial practices. Concerns involving personnel and hiring practices.
The Aug. 13 notice is significant because it is the earliest written notice currently available to the Bulletin that directly spells out the City Council’s stated reasons for seeking Ferrell-Benavides’ removal.
In other words, the paper trail wasn't exactly short on accusations — but this document puts many of the council's concerns in writing.
The allegations contained in the notice are accusations and should not be considered findings of wrongdoing unless independently established
