Reidsville City Hall Scandal: Two Directors Indicted on Forgery Charges
REIDSVILLE, N.C. — Two City of Reidsville directors are now facing arrest warrants after a state investigation into allegations involving their city employment resulted in criminal charges.
The Rockingham County District Attorney’s Office says a grand jury Monday returned true bills against Haywood Nebraska Cloud Jr., 54, and Drew G. Bigelow, 29.
Arrest warrants have been issued for both men on charges of common law forgery and common law uttering of forged paper.
The investigation began in March, when the Reidsville Police Department requested assistance from the North Carolina State Bureau of Investigation.
The SBI subsequently investigated allegations involving the two City of Reidsville employees. After completing its investigation, the case was presented to a Rockingham County grand jury.
The grand jury returned the indictments Monday, resulting in the issuance of the arrest warrants.
So far, officials aren't saying exactly what was allegedly forged, who allegedly received the documents or what circumstances prompted the investigation.
In other words, the warrants are out — but the details are still firmly behind the curtain.
City Responds
The City of Reidsville confirmed that two employees have been criminally charged in matters allegedly related to their employment duties.
The city said it is cooperating fully with law enforcement and other appropriate authorities.
Because the investigation remains active and the matter is now subject to judicial proceedings, city officials said they will not comment on the specific allegations.
The city said operations will continue without interruption and that measures have been implemented to ensure continuity of services.
Officials also emphasized that criminal charges are allegations and are not a determination of guilt.
“Under our system of justice, all individuals are presumed innocent unless and until proven guilty in a court of law,” the city said.
Reidsville officials said they will continue monitoring the situation and will take personnel actions they deem appropriate based on the facts, applicable law and city policies.
For now, City Hall isn't saying much more.
Two directors. Two sets of forgery charges. Arrest warrants issued. And a whole lot of questions still waiting for answers.
